The Flemish Energy Company, or VEB for short, has a mission to make the public sector more sustainable and efficient in terms of energy. To achieve this, they are focusing on the ESCO formula: Energy Service Company. VEB aims to simplify and optimize this procedure. To do so, they are engaging a set of partners who will investigate both the customer and supply side, as well as examine the contracts.
OEPC (Maintenance & Energy Performance Contract)
In this contract formula, a market party is sought who undertakes to achieve a certain energy saving in a building patrimony under certain preconditions. VEB itself assumes a facilitating and mediating role in this. Starting from the customer’s request, a procedure is rolled out to investigate the customer’s situation and opportunities (feasibility study, scope determination, etc.) and to appoint a party to take on the contract.
What are we going to do?
Transition Stories takes the lead in this project, but works together with specialists from the field. For instance, Ingenium expertise as facilitator, and Wattson as ESCO bring to the table. Both companies know OEPC inside out. Fieldfisher, in turn, is a business law firm with expertise in energy law.
Together, we analyse current processes and detect bottlenecks and opportunities. We do this by thoroughly studying and questioning both the demand and supply side. Using BPMN (Business Process Modelling and Notation), we map the process flow and work towards a simpler and efficient model. This includes contracts. The simplified process, including contracts, is then immediately applied to two specific cases. This way, we can immediately further test and refine the result.
At the end of this project, VEB can smoothly link supply and demand in order to achieve faster and more efficient energy savings in the public sector. After all, there is no time to lose in the energy transition!
